František Ropek studied at the Academy of Arts, Architecture and Design in Prague at Arnošt Hofbauer's studio from 1922 to 1925. After that he continued at the Academy of Fine Arts in Prague with Vratislav Nechleba. He is known as a landscape artist, a figure painter and a painter of “farm labour”. He is also a distinctive creator of nudes. From 1946 to 1952 he was the director of the Municipal Art Gallery in Litomyšl. He found inspiration in the surroundings of Litomyšl, as in the allegorical mural The Litomyšl Region in the hall of the Czech Savings Bank branch (Česká spořitelna) in Litomyšl.
František Ropek lived in Desná near Litomyšl, and he is buried at the Litomyšl cemetery.
